This is a good model towards a planned network infrastructures using Geographic information Systems GIS based on spatial analysis backed with statistics. one can argue that these tools will help a lot in implementation of reliable infrastructures and will also expand the knowledge and use of these new techniques in planning and management for these fiber optics but also for other infrastructures like the roads network , electric grid,wireless facilities and so on...
In East Africa ,in 2010 , a progress in internet use in service delivery and information communication is remarkable and commendable with statistics showing the the exponential growth in mobile subscribers hiting even at 44,7% in countries like Rwanda and online business trends in Kenya reaching the regulation as a last stage towards this commerce .
But one can argue that even if the cables are already being layed out , there is still a wished progress to make big cities like Nairobi and Dar es Salaam near the coast being fully exploiting these broadband fruits and again for cities in near countries like Kampala , Kigali and Bujumbura a technical work is needed to make sure that there is insurance on the the connectivity reliability as we have experienced lot of disturbance from uncontrolled circostances and rural areas to be taken in account as the most of the population is living there and is in need of information communication technology than any other one .
The southern part lead by South Africa has reached a mile stone and should be looked as a model for other
African countries even if when compared to USA ,China or Europe it has still a work to be done especially in making profit of these resources for their people in middle class .
The west africa part has also been a good market hub for example in Senegal or Nigeria without forgetting Ghana
the African northern part wich is sometimes compared to the western economies is also in a good trend but still a need to the exploitation of these informations especially in using new technologies to deepen their penetration.
To reach the goal, Human capacity building should be the first target as the first challenge to be tackled even if we shouldn't undermine the consequences of negligence or any other form of irresponsibility based on some times the human resource management like low salaries and other factors .
the use of informed decision and fast implimentation of the good will discused in international conferences should be seen as a possible solution to the African continent to make a difference in exploiting the broadband opportunities on its gates.
